Regulations governing the mobility of international students at the Universidad Autónoma de Madrid

I. Scope

These regulations apply to students from foreign universities or higher education centres who are carrying out part of their studies at UAM within the framework of an international mobility programme or an international agreement, or as visiting students. It excludes foreign students taking a study programme leading to an UAM degree or postgraduate degree qualification.
II. Definition

Art. 1. International students can study at UAM if they fall into one of the following categories:
  • A.Students from international mobility programmes or international agreements.
    • A.1.Exchange students Exchange students are those who travel abroad as part of the mobility covered by international programmes or reciprocal agreements signed between UAM and their centre in their country of origin.
    • A.2.Agreement students. Agreement Students are those who carry out part of their study programme at UAM through international mobility programmes or international agreements signed by UAM and their centre in their country of origin but where there is no reciprocal agreement on the mobility foreseen.
  • B.Visiting students.
    Visiting students are those who come from overseas universities and higher education centres and wish to spend a period at UAM to further their education in official studies, outside of any mobility programme or international agreement.

Students who wish to spend a period at the university for study, research or work experience, outside of any established study programme, will be classified as visiting researchers, and will be governed by the specific regulations approved by the UAM Board of Governors.

III. Requirements, assignment and admissions procedure
Art.2. Those students to which these regulations apply may not be first year students at their home university, nor join the first course that leads to no UAM qualification.
Art.3. Students from overseas centres must have at least an intermediate level of Spanish in order to be able to study at UAM, except for those disciplines where the centre to which they wish to be assigned considers basic knowledge sufficient. All students whose mother tongue is Spanish are exempt from this requirement.
Art.4. Selection of international students will take place according to stipulations for each of the categories:
a) Exchange or agreement students. Selection will be carried out by the university of origin according to rules stipulated in the agreement. UAM has the final decision on admission.
b) Visiting students. The selection procedure will be established by the International Relations Committee, and will contain the deadlines, forms, necessary documentation and other procedures the applicant must follow.
Art.5. The admission of international students will never depend on fulfilling the university access requirements established in the current legislation in order to carry out studies that lead to official university qualifications valid throughout Spain.
Art.6. You may not apply to more than one international mobility programme whose course dates overlap. Inclusion for a second time in the same mobility programme is forbidden if it has already resulted in a period at UAM, unless the university gives its express permission.
Art.7. International students are admitted by the Deputy Vice-Chancellor's Office for International Relations, once the centre where the study programme is to be followed has accepted them. Admission is handled by the International Relations Office according to the published deadlines. The application form and relevant study programme should be filled out and sent, along with additional information requested in each case.
Art.8. All international students will be assigned to a UAM Faculty or School. This assignment will necessarily be determined by the area of study specified in the Bilateral Agreement or International Agreement, or otherwise by the area of study defined in the student's study programme.
IV. Conditions governing mobility: registration, extended stay and withdrawal
Art.9. 1. Those international students who wish to study at UAM as part of a mobility programme or international agreement may only register for subjects that appear in some UAM curriculum that leads to a degree or postgraduate qualification. They should also have the required level of degree or postgraduate studies.
2. Current legislation on exams and other evaluation tests that apply to ordinary students will also apply to international students.
Art.10. The centres may propose that the number of international students on ordinary UAM courses does not rise above a certain threshold percentage of the group they join. Admission to a particular course depends on the availability of places just as it does for any ordinary UAM student.
Art.11. International students who are not exchange students should pay the public fees established for registration. These will be approved, at the Governing Board's request, by the University's Social Board.
Art.12. International students should pay the amounts due for use of the sports facilities and other extracurricular activities under the same conditions established for ordinary students. They will only be exempt from payment of a sports pass if there is a reciprocal agreement with the university of origin.
Art.13. UAM does not take responsibility for seeking and managing accommodation for international students, unless specified in the international agreement due to a reciprocal agreement. In any case the university will provide all the information and assistance it can.
Art.14. The duration of the study period for international students cannot exceed one academic year, unless a longer period is specified in the mobility programme or agreement, or when specific circumstances make it recommendable, in the opinion of the International Relations Committee.
Art.15. 1. Once the period of study at UAM has begun, those students who withdraw should renounce their place in writing to the relevant academic authorities.
2. Public fees can never be refunded once they have been paid, nor can any other expense incurred by the student as a result of their stay at UAM.
Art.16. 1. Extending the period of stay depends on the student fulfilling the following requirements:
a.) Exchange or agreement students.
- express authorisation from their university of origin.
- extension of the study contract signed by the co-ordinator at the university of origin
- acceptance by the UAM Centre assigned
b) Visiting students:
- extension of the study contract signed by the co-ordinator designated by the UAM Centre assigned
- acceptance by the head of the Centre to which the student is assigned at UAM
2. The extension will be conceded by express agreement of the Deputy Vice-Chancellor of International Relations, once all the requirements have been fulfilled and within the registration deadlines established.
Art.17. 1. At the end of the study period, UAM will send the university of origin personal academic certification of the studies undertaken, or otherwise whatever documents were stipulated in the international agreement. Non-teaching periods established in the academic calendar will under no circumstances be counted as study time, unless curricular activities are carried out.
2. Visiting students should request the issue and sending of such documents, and pay the corresponding fees.
Art.18. If international students studying at UAM find themselves in a situation that threatens their physical or psychological well-being, or in an emergency, those responsible at UAM may take urgent measures (medical, police, etc.) as they see fit. They will inform the university of origin in writing to seek a joint solution to the problem.
V.- Students' obligations
Art.19. International students are bound by the general rules established in the Universidad Autónoma de Madrid Statutes, approved by Decree 214/2003 on 16 October 2003 (B.O.C.M. published 29 October), and in particular the following:
a) Attend UAM on the date established. Failure to attend on that date will be interpreted as renouncing the rights conceded upon admission to the university.
b) Fill out and present the documents requested of them in the time-frame and manner established by UAM.
c) Follow the necessary procedures, before and during the period spent at UAM, which are necessary in order for your legal status in Spain to meet the requirements of current laws on foreign residents in Spain.
d) Take out medical insurance to cover the entire period to be spent at UAM.
e) Follow the study programme, making reasonable progress and observing the rules of the centre where it takes place.
f) If any published work results from these studies, the author must mention help received from UAM and/or the institution(s) providing funding.
Art.20. When these obligations or the more general ones established for ordinary UAM students are not fulfilled, the student to whom these regulations apply will be dealt with by the academic authorities of the UAM. Consequences may include cancellation of any grant, the obligation to reimburse any funding or allowance received, and exclusion from future selection processes for any international mobility programme promoted by the Deputy Vice-chancellor of International Relations at UAM.
Art.21. General regulations for students at the Universidad Autónoma de Madrid apply to international students, except for those points that do not apply because of specific details of the International Mobility Programme.
Art.22. International students governed by these regulations are solely responsible for their actions at UAM. They renounce the right to take action as the result of damages caused, untimely withdrawal or any other event that might imply claims against UAM.
VI.- Additional regulations
In all aspects not covered by these regulations, the rules established in the Sócrates-Erasmus programme or other similar European Union programmes should be applied.
VII.- Repealing Provision
The “Regulations on Visiting Students", approved by the UAM Governing Board on 9 October 1998 is repealed. Those clauses contained in any regulations approved by any UAM collegial or individual governing body are also repealed, in those aspects that put them at odds with the content of the current legislation.
VIII.- Taking effect
These regulations come into effect the day after approval by the UAM Governing Board
