| In 1963, political
parties were banned and in 1971, the king proclaimed the Formation of a
Jordanian National Union (later ‘Arab National Union’ (1972)), the only
political organisation, which were allowed. Membership was estimated at
about 100.000. A National Charter, which was drafted by a royal commission
and which ought to legalise political parties was approved inn 1991 by
the King. In July 1992, the House of Representatives adopted draft legislation
which formally permitted the establishment of political parties.
